Peninsula Transport Strategic Implementation Plan – March 2025
We are pleased to present the Peninsula Transport Strategic Implementation Plan (SIP). Since the establishment of the Sub-national Transport Body (STB) in 2018, we have made significant progress. This SIP sets out the delivery plan for our Transport Strategy, published in early 2024.
The core role of an STB is to define a regional transport strategy and a clear plan to deliver agreed priorities at a strategic scale. Representing our member local authorities with a single, united voice, we are proud to present the regional priorities for investment in transport across the South West peninsula.
We look forward to working with our partners — the Department for Transport, National Highways, and Network Rail — to bring forward delivery of these priorities over the next 25 years.
Our Peninsula Transport Strategy is focused on building a resilient, accessible, and sustainable transport system that supports economic growth while encouraging more sustainable travel choices.
Our focus for the next 25 years:

Easier journeys – creating a customer-focused, integrated public transport system that makes travel simple and accessible, with better active travel connections to bus and rail.

Going electric – delivering affordable zero-emission transport through a reliable EV charging network and alternative fuels for freight and buses.

A connected peninsula – ensuring safe, reliable, resilient, and sustainable transport links across the peninsula, enabling adaptation to climate change.

Completing the transport network – improving connections within a safe, fully integrated transport system on the path to net zero.
Together, the Transport Strategy and SIP provide the framework to advise government on the unique transport needs of the peninsula, and to advocate for investment in projects that will deliver lasting benefits for the region.
