Carbon Transition Strategy

 

The Carbon Transition Strategy sets out both the scale of the decarbonisation challenge for the South West peninsula and the actions needed to address it.

Current baseline transport emissions exceed 4,400 ktCO₂e per year, highlighting the scale of the task in reaching net zero. Modelling shows that, if current policies remain the only driver, emissions could still be around 3,300 ktCO₂e per year in 2050. While future technologies may help offset some of this gap, urgent action is needed now to accelerate decarbonisation.

Actions for Change

Twelve priority actions were identified, covering a wide range of approaches — from reducing demand and encouraging modal shift, to promoting alternative fuels and active travel such as walking and cycling.

Three Priority Actions

For Peninsula Transport, three actions have been identified as immediate priorities:

  • Public transport prioritisation – delivering regional initiatives such as improved ticketing, making public transport a more attractive alternative to the car.

  • Creating the electric network of the future – developing a comprehensive plan for charging infrastructure to meet the needs of residents and businesses.

  • Delivering a zero-emissions bus fleet – aligning local authority decarbonisation plans to create a peninsula-wide implementation plan and accelerate supporting infrastructure.

Future Scenarios

Modelling was used to forecast transport emissions and assess the impact of different interventions. Four future scenarios were developed with stakeholders, ranging from “low ambition” (current policy with limited additional measures) to “maximum ambition”, which combines significant behavioural and technological change.

Next Steps

Collaboration will be central to delivery. Greater emphasis will be placed on pilot projects to test new approaches, while the remaining six actions will be further developed as part of the full Peninsula Transport Strategy.
