Major Road Network and Large Local Major Schemes

In 2019, Peninsula Transport identified a series of key transport schemes for submission to the Government’s Major Road Network (MRN) and Large Local Major (LLM) funds. These priorities were informed by the Regional Evidence Base (REB), which outlined the peninsula’s transport challenges and opportunities, as well as the schemes best placed to address them.

Key Challenges Identified

  • Rising traffic volumes on strategic road networks

  • High visitor numbers (21 million domestic visitors in 2017) placing additional pressure on infrastructure

  • Long journey times both within the peninsula and to wider destinations

  • Vulnerability of existing rail infrastructure and the need to improve resilience

  • A largely rural business base with specific connectivity needs

  • Low bus use for commuting (less than 4% on average)

  • Limited connections to the wider transport network, creating reliance on cars

  • Ageing port and airport infrastructure

Rigorous Assessment Process

Peninsula Transport ensured that all schemes put forward for MRN or LLM funding underwent a robust assessment process to meet the strict criteria set by the Department for Transport (DfT).

All schemes had to demonstrate that they:

  • Could begin construction by 2024/25

  • Secured 15% local funding from the relevant transport authority

  • Were capable of receiving planning permission (subject to the usual procedures)

  • Had the confidence of the Board in their deliverability

In addition, schemes were evaluated on value for money, economic benefits, and environmental impacts, alongside the DfT’s requirements.

Progress since submission

September 2019
The Department for Transport (DfT) announced seven schemes nationally selected to progress from Strategic Outline to Outline Business Case stage. Two of these were Peninsula Transport schemes:

  • Plymouth MRN

  • A38 Manadon Junction (LLM)

Our Western Gateway neighbours were also successful, with the A38 Bristol Airport Access Improvement scheme announced. This cross-boundary scheme has the full support of the Peninsula Transport Board, who are working with local authorities to help deliver it.

March 2020
Further development funding was announced in the Budget to support business case development for:

  • A39 Atlantic Highway scheme

  • A39 Walton Ashcott Bypass scheme

November 2020
The Full Business Case for the North Devon Link Road Scheme (improvements between South Molton and Bideford) was approved. Construction began in February 2021. This scheme originated from the first round of LLM funding, allocated prior to the establishment of Peninsula Transport.

May 2021
DfT approved the Outline Business Case for the A382 Drumbridges to Newton Abbot scheme. The Full Business Case is expected to be submitted in 2023, enabling construction to start in 2024.

  • A379 Exeter Outer Ring Road

  • M5 Junction 28 Improvements
