Peninsula Transport, sub-national transport body (STB) for Cornwall, Devon, Plymouth, Somerset and Torbay, is pleased to announce three new staff appointments and welcome a placement year assistant to support the delivery of its Strategic Implementation Plan (SIP) 2025-2050.

Published earlier this year, the SIP sets out a roadmap to transform transport within the peninsula. It builds on the STB’s transport strategy released in early 2024, translating a vision and long-term goals into actionable priorities. The plan focuses on four key themes: enabling easier journeys, accelerating the shift towards going electric, creating a connected peninsula and completing the region’s transport network.

These appointments strengthen our capacity to advise ministers, engage stakeholders, and ensure the peninsula gets the transport investment it needs.”

Hattie James, Project Manager 

Hattie joins us having previously worked at Western Gateway STB, where she was involved in a range of regional transport projects, including rail, freight, electric vehicle initiatives, and rural mobility pilots. Prior to that, Hattie spent several years at a regional transport partnership in Scotland, gaining experience in transport planning and enjoyed exploring the Scottish Highlands and Islands. Hattie is looking forward to continuing her work on strategic transport projects across the South West, looking at rural mobility in particular.

Lauren Hutton, Programme / Project Support Officer

Lauren brings valuable experience from her previous role as a Development Management Planning Officer at South Hams District Council. During her time there, Lauren worked extensively on housing developments across the South Hams and West Devon areas, gaining a strong understanding of planning processes and regional development. At Peninsula Transport, she is now working across the wider South West region and provides general project support across all work packages.

Ross Pascoe, Project Manager 

Ross spent the last 11 years working as an Associate Transport Planner with WSP where he was involved in a variety of projects across the South West. He has developed Major Scheme Business Cases for transport schemes across the South West and has also led on the development of Transport Decarbonisation Evidence Bases, helping local authorities to manage ambitious Net Zero targets in the development of future Local Transport Plans.

Oscar Mansell, Placement Assistant

Oscar Mansell is spending a placement year with Peninsula Transport whilst studying at the University of Plymouth. His degree is in geography, with a focus on town and transport planning. Oscar is especially interested in the use of Geographical Information Systems (GIS) to help planning processes and hopes to incorporate this into his dissertation.

The new team members will play a vital role in driving forward the SIP, providing expert support and fresh perspectives as Peninsula Transport continues to work with the government and stakeholders to deliver better transport for the peninsula.
