Freight
Our work is focused on developing safe, resilient, and reliable road and rail links throughout the peninsula, including better connections to ports and airports. We want to make sustainable travel options the preferred choice for all journeys. For freight transport, our work looks at creating reliable intermodal connections, enabling efficient movement of goods with predictable journey times. Additionally, we are seeking improvements to HGV parking and driver facilities across the network.
South West Freight Strategy
Our Freight Strategy, jointly developed with Western Gateway Sub-national Transport Body, has been shaped through engagement with the freight sector, wider business community, and local authority stakeholders.
The strategy sets a clear pathway to a more efficient and sustainable freight sector, tackling challenges across the network and proposing solutions under six key themes:

- Operational efficiency
- Technology
The strategy sets out 46 interventions across all modes of transport — including aviation, maritime, rail, and road. It also has cross-cutting interventions, focused on connecting stakeholders and sharing knowledge.
South West Freight Forum
Peninsula Transport and our neighbouring STB, Western Gateway, have successfully organised numerous South West Freight Forum meetings. The forum now has over 150 stakeholders involved and over 20 speakers contributing.

Alternative fuels for freight
The Alternative Fuels for Road Freight Strategy, jointly developed with the Western Gateway Sub-national Transport Body, sets out how best to support the freight and logistics sector in adopting alternative fuels such as hydrogen, gas, and electric power.
Understanding the barriers businesses face in switching to low and zero-emission vehicles, and identifying the actions needed to support them, is a crucial step on the road to net zero.

The next phase will involve detailed investigation of these locations to assess the practicalities of delivery. Peninsula Transport will work with operators, energy suppliers, and local authorities to help facilitate a cohesive refuelling network.
International Gateway Study
The South West’s ports and airports are playing an important role in supporting the region’s economy and have the potential to unlock further growth.
The International Gateway Study covers both the Peninsula Transport and Western Gateway STB areas and examines the current and future performance of the South West’s ports and airports.
International Gateways are dealing with changes in the supply chain caused by the pandemic, the implications of leaving the European Union and adapting to the need to decarbonise transport. Ports and airports are not only important for passengers and freight – they are also centres of economic activity which sustain jobs and generate revenue.
The study sets out a comprehensive set of recommendations to strengthen the peninsula’s global connections.
