Large Local Major Schemes
Large Local Major (LLM) schemes are road projects valued at over £50 million. Peninsula Transport has submitted three schemes to the Department for Transport (DfT) for consideration:

Progress Update
The A38 Manadon Interchange has been approved by the DfT to move forward into the co-development phase.

A38 Manadon Junction
The Manadon Junction is one of the busiest on Plymouth’s road network, carrying more than 60,000 journeys every day. It serves as the key interchange between the A38 (from Cornwall to the west and Devon to the east) and the A386, which connects the northern growth corridor to the city centre and waterfront.
The Challenge
The junction, currently a grade-separated roundabout with a flyover, suffers from severe congestion at peak times, with queues frequently backing up onto the A38.
Proposed Improvements
The scheme includes:

Additional lanes on the A38 off-slips

Localised road widening on the local network

Pedestrian and cycle route upgrades

Bus priority measures
Together, these will increase junction capacity, improve traffic flow, and enhance access to the Strategic Road Network (SRN).
Wider Benefits
The improvements will also help unlock housing growth, supporting the delivery of 26,000 homes set out in the Joint Local Plan — including 4,000 homes in the Derriford/Northern Corridor and 3,800 homes in the City and Waterfront area.

M5 Junction 28 Cullompton
M5 Junction 28 is currently a single-bridge motorway junction, featuring a six-arm roundabout to the west and a signalised junction to the east. Pedestrian and cyclist crossing facilities are poor and limited.
The Challenge

The junction is already close to capacity at peak times

Morning queues extend up to 500m, while evening congestion affects commuters returning to Cullompton

On occasion, queues extend back onto the M5 mainline, creating a serious safety risk
Why Improvements Are Needed
Upgrading the junction is essential to support planned growth identified in the Local Plan Review, including:

The first phase of Culm Garden Village – up to 5,000 new homes east of Cullompton

Over 50,000m² of employment floor space
An improved junction will unlock housing and employment development, reduce congestion, and improve safety for all road users, including pedestrians and cyclists.
